The Planning Department is in the process of transitioning to on-line submission of applications for the Planning and Zoning Commission (PZC), Inland Wetlands Agency (IWA), Zoning Board of Appeals (ZBA), and Historic District Commission (HDC). Please bear with us as it may take some time to completely transition away from paper forms and fillable pdfs to on-line applications. Applications and forms that are available for on-line submission are identified for each Board/Commission on the tabs below.
The Notices tab provides fillable pdf versions of required notices, including neighborhood/abutter notices as well as notices to Windham Water Works and the University of Connecticut for projects proposed within the Willimantic Reservoir watershed and aquifer protection areas, respectively.

A pre-application meeting with staff is encouraged prior to submitting an application with the Historic District Commission. Additional information on historic district requirements can be found in Chapter 197A, Connecticut General Statutes. Please email planzonedept@mansfieldct.org with any questions regarding the application process or to schedule a pre-application meeting.
Application Forms
A Certificate of Appropriateness is required for improvements to historic properties that are visible from a public right-of-way, including : new buildings (including out buildings), additional and/or renovations to existing buildings/structures, fences, walls, walkways, lighting, signs, propane gas tanks, swimming pools, driveways, parking lots, etc.

A pre-application meeting with staff is encouraged prior to applying for an Inland Wetlands License or for an Amendment to the Mansfield Inland Wetlands and Watercourses Map. Additional information on licensing requirements is available in the Mansfield Inland Wetland and Watercourses Regulations. Please email the Inland Wetlands Agent with any questions regarding the application process or to schedule a pre-application meeting.
A pre-application meeting with staff is encouraged prior to submitting an application with the Planning and Zoning Commission. Additional information on land use and development requirements can be found in the Town's Zoning Regulations and Subdivision Regulations. Applicant Certification Statements
If an agent (attorney, architect, etc.) is completing an application on behalf of a client, a separate certification statement will be required if they are not present to electronically sign the application.

Windham Water Works NoticeMany applications to the Inland Wetlands Agency, Planning and Zoning Commission, and Zoning Board of Appeals require applicants to notify abutting property owners or other agencies. The following forms are fillable pdfs that applicants can complete and print or email for required mailings. Please contact staff at planzonedept@mansfieldct.org with any questions.
Due to the COVID-19 pandemic, alternative notice procedures are available to applicants pursuant to Governor Lamont's Executive Order 7I. Please refere to the Department of Planning and Development's COVID-19 Operating Procedures for additional information.

Aquifer Protection Area Notice
These forms are required when a project is located within a designated Aquifer Protection Area as shown on the Mansfield Zoning Map.
Public Water Supply Watershed Notice
These forms are required when a project is located within the Willimantic Reservoir Public Drinking Water Supply Watershed. To complete the CTDPH Notice, you will need to provide the name of the public water supply watershed (Willimantic Reservoir) and the Public Water Supply Identification Number (CT1630011).
