Housing Rehabilitation Program
The Mansfield Housing Rehabilitation Revolving Loan Program provides 0% interest loans to income-eligible homeowners to finance home repairs and energy efficiency improvements. Like a regular mortgage, the Town places a lien on your property for the amount of the loan; however, there are no monthly payments required. When you sell or refinance your home, the loan is repaid and the funds are then used to assist another family with repairs.
The Housing Rehabilitation Program is intended to assist homeowners with basic repairs and improvements. Examples of eligible improvements that can be financed through this program include:
- Energy efficiency upgrades (electrical, heating and plumbing systems)
- Structural repairs/improvements (foundations, sills, joists, columns, beams)
- Roof repair/replacement
- Windows
- Doors
- Private well/septic system repair/replacement
- Public water/sewer line lateral connection repairs/replacements
- Accessibility for individuals with disabilities
- Gutters and downspouts
- Insulation
- Mold remediation
- Lead paint abatement/remediation
Because funding is limited, the maximum dollar amount that can be spent per single-family home is $30,000; therefore, not all of the items on your list may be completed.
This program is available to low and moderate income homeowners as defined by the U.S. Department of Housing and Urban Development (HUD). To qualify, the total combined annual income of all residents in the household cannot exceed income guidelines that are established annually. Current (2022) income limits are listed below by household size (including children):

Once your application is approved, you will be placed on the waiting list for funding in the order in which your application was received and approved. When you reach the top of the list, our Rehabilitation Specialist will work with you and identify all the items in your home that need to be addressed. A list of repairs will then be generated with priority given to code compliance and items in urgent need of repair.
Bidding and Construction
We handle the bidding process for the improvements, and you will be responsible for selecting the contractor from the bids received. If the contractor you select is not the lowest qualified bidder, you will be responsible for the difference in cost between the low bid and the bid of the selected contractor. Our Rehabilitation Specialist will work with you and the contractor throughout the improvement process to ensure that the repairs are proceeding in order.
Emergency Repairs
There are some home repairs that just can't wait, like a broken furnace in the middle of the winter. If you have a home repair emergency, we can expedite that particular repair to make sure that your home remains habitable. Our Rehabilitation Specialist will still develop a complete list of needed repairs, and your application for assistance with the other needed repairs and improvements will be placed on the waiting list as described above.
Applications are continually accepted and reviewed for eligibility throughout the year. Before you get started, you will need to make sure you have compiled the information and documents required to complete the application.
