Information on Our Housing Programs
The Mansfield Housing Authority does not have any emergency or immediate housing available. You may find it helpful to register at United Way of Connecticut Housing Choice Voucher Program to receive an email when housing waiting lists are open in the State of Connecticut.

Housing Programs Descriptions
Before applying, please read the descriptions of our Housing Programs below to determine which program(s) would best accommodate your family's needs.
Family - Moderate Income Housing
To be income eligible for Holinko Estates, family income must be 80% or less of the median income for the Hartford-West Hartford-East Hartford, Connecticut United States Department of Housing and Urban Development (HUD) Metro FMA Area as published by HUD each year.
The 2019 income limits are $60,400 for a family of two; $67,950 for a family of three; $75,500 for a family of four.
About Holinko Estates
Holinko Estates is a state financed housing community for moderate income families. It is a 35 unit apartment complex with 21 two bedroom units, 13 three bedroom units and 1 four bedroom unit located on Zygmunt Drive in Storrs. Effective May 2019, the base or minimum rent is $620 to $650 per month for a two bedroom unit, $685 to $715 per month for a three bedroom unit and $785 per month for the four bedroom unit plus utilities. The actual rent you will pay is 30% of the family's adjusted income but never less than the base rent.
Most of the apartments are townhouse style and some are flats. There is a laundry facility on site and a large playground. Washers and dryers are not allowed in the units. Pets are not allowed.
Qualifications
The amount of income needed to qualify will vary. To qualify for a two bedroom unit, a family must have a minimum income of approximately $35,500 to $49,500 depending on the family composition, unreimbursed medical expenses, child care expenses and style of unit (Flat or Townhouse). Families are chosen by a lottery for each unit that becomes available.

Senior or Disabled - Moderate Income Housing
To be eligible for Wright's Village, a person must be at least 62 years of age or a person 18 years of age or older who has been certified by the Social Security Board as being totally disabled under the federal Social Security Act or certified by any other federal board or agency as being totally disabled.
Qualifications
To be income eligible for Wright's Village, family income must be 80% or less of the median income for the Hartford-West Hartford-East Hartford, Connecticut United States Department of Housing and Urban Development (HUD) Metro FMA Area as published by HUD each year. The 2019 income limits are $52,850 and for a family of one and $60,400 for a family of two.
To qualify, a family must have a minimum income of approximately $17,400 to $19,500 depending on unreimbursed medical expenses and unit style (Regular or Large). Families are chosen by a lottery for each unit that becomes available.
About Wright’s Village
Wright's Village is a state financed housing community consisting of 40 one bedroom units garden style apartments on one level and located on Wright's Way in Storrs. The units range in size from 425 SF to 590 SF and there is a laundry facility located on site. Effective January 2019, the base or minimum rent is $345 month for the smaller units and $355 per month for the larger units plus utilities. The actual rent amount is 30% of the family's adjusted income but never less than the base rent. To qualify, a family must have a minimum income of approximately $17,400 to $19,500 depending on unreimbursed medical expenses and unit style (Regular of Large). Families are chosen by a lottery for each unit that becomes available.
The Mansfield Senior Center is located next door and has a full schedule of activities, including noon time meals Monday through Friday, for which a small donation is requested. The Windham Region Transit District (WRTD) bus stops at the front of the property. It provides low cost transportation to the Willimantic shopping district, Storrs Downtown and the Four Corners area of Mansfield.

This program is funded by the federal government (Department of Housing and Urban Development or "HUD") and administered by the Housing Authority. Provided enough funding is available, the Housing Authority has 149 vouchers for use. This program assists participants with their rental payments with private landlords. When a voucher is issued, the participant can look for a rental unit in our jurisdiction which includes the towns of:
- Ashford
- Chaplin
- Coventry
- Mansfield
- Willington
Requirements & Process
The participant is required to live in our jurisdiction for the first year after receipt of a voucher. The apartment is inspected by the Housing Authority, a lease is signed between the Landlord and the participant, and a Housing Assistance Payment (HAP) agreement is signed between the Landlord and the Housing Authority.
