Please mail items early enough to arrive before any required deadline, use delivery confirmation services and/or electronic filing with delivery receipt.
SPRING 2026 SESSION
The Spring 2026 session will commence February 1, 2026, ending February 19, 2026. In accordance with the provisions of Connecticut General Statutes (C.G.S.) Sec. 12-111, the Town of Mansfield Board of Assessment Appeals (BAA) will hold scheduled assessment appeal hearings in March 2026, pertaining to the October 1, 2025 Grand Lists of Real and Personal Property and the 2024 Supplemental Motor Vehicle Grand List (CT registered motor vehicles) ONLY. Fully completed written appeal petitions must be filed with the BAA by the prescribed deadline: February 19, 2026.
APPEALS PROCESS
Before any hearing is scheduled or conducted by the BAA:
Connecticut law mandates a written appeal petition must be submitted to the Board by February 19, 2026.
File Written Appeal Petition
Fully completed applications, including reason for appeal, appellants estimate of value, AND supporting documentation should be emailed to: assessor@mansfieldct.org or mailed to attention: Board of Assessment Appeals, Town of Mansfield, 4 So. Eagleville Rd., Mansfield, CT 06268-2599. Failure to file by the prescribed deadline or submitting an incomplete form will result in denial of appeal hearing and forfeiture of right to appeal assessment for the current grand list year.
Commercial, Industrial, Utility, or Apartment Property over $1,000,000
Please note, the BAA is not required to conduct an appeal hearing for any commercial, industrial, utility or apartment property with an assessed value greater than one million dollars. If that is their determination for this session, the BAA will send notice of their denial to hold such an appeal hearing, to the property owner, their attorney or their duly authorized agent by February 19, 2026.
- An appellant whose appeal will not be heard by the board for this reason may appeal directly to the Superior Court pursuant to Connecticut General Statutes (C.G.S.) Sec. 12-117a.
Appeal Hearings In Person Only
Pursuant to Connecticut General Statutes (C.G.S.) Sec. 12-113 which states in part.. The board of assessment appeals shall not reduce the valuation or assessment of property on the grand list belonging to any person who does not appear at a hearing before the board of assessment appeals, either in person or by such person's attorney or agent, and offer or consent to be sworn before it and answer all questions touching such person's taxable property situated in the town.
Don't forget! FILE BY "Town Hall" close of business February 19, 2026 to meet deadline.
SEPTEMBER 2026 SESSION
In accordance with Connecticut General Statutes 12-110, the Mansfield Board of Assessment Appeals will hold appeal hearings September 12, 2026 at 10:00 AM, by appointment pertaining to the October 1, 2025 Motor Vehicle Grand List (CT registered motor vehicles) ONLY.
Pursuant to Public Act 22-118 and June (2024) Special Session Public Act 24-1, municipal Assessors will be valuing registered/non-registered passenger motor vehicles differently than they have in the past. (CT Office of Policy and Management June 26, 2024)
Board of Assessment Appeals pursuant to Section 12-117a of the CT General Statutes:
- Motor vehicles are assessed based on MSRP without factors such as high mileage, salvage vehicles, and rebuilt titles
- The only grounds for appeal for a taxpayer is if the Assessor did not base the assessment from the vehicle's MSRP
